Here's how to do it in C, assuming you're testing an AT class
machine with two PICs (i.e., IRQ0 thru IRQ15).

// ReadIRQ.C  -  Read IRQ enable masks ( zero means enabled )

#include <stdio.h>
#include <conio.h>

int main( void )
{
unsigned IntAvail, P;
int I;
//              IRQ15..8              IRQ7..0
IntAvail = ( inp( 0x0a1 ) << 8 ) + inp( 0x21 );
outp( 0x20, 0x20 );

for( I = 0, P = 1; P; I++, P <<= 1 )
    printf( "IRQ%-2d %s\n", I, ( IntAvail & P ) ? "available" : "in use"
);

return( 0 );
}
